China crude oil import up 10% in 1st 3 quarters

www.chinanews.cn 2005-10-26 13:55:01

Chinanews, Beijing, Oct. 25 (By Yu Jingbo) - The Economy Operation
Department of the National Development and Reform Commission (NDRC)
revealed today that in the first three quarters, China produced nearly
136 megatons of crude oil, up 4.2% year on year, while its crude oil
import volume grew about 10% to more than 94 megatons. Oil products
inventories of PetroChina and Sinopec rose slightly by the end of
September over a month earlier.
NDRC said the tension between supply and demand of coal, electricity, oil
and transportation has eased up to some extent in general since the
beginning of this year, however, China still suffers shortage of supply
in some regions and during some periods. In some areas, oil products
supply falls far short of demand.
According to official statistics released today, domestic oil products
consumption grew 5.6% in the first three quarters, a growth rate about 14
percentage point lower than that of a year earlier.
Owing to the wide gap between domestic and international prices and
difficulty of transportation caused by natural disasters, some regions
like Guangdong saw tighter oil products supply. NDRC revealed today that
thanks to joint efforts of all relevant departments, oil products supply
has basically returned to a normal state.
Official statistics also indicate that in the first three quarters, added
value of industrial enterprises above the designated size
(non-state-owned enterprises with annual sales incomes over five million
yuan and all state-owned enterprises) increased 16% year on year and
exceeded 5 trillion yuan (USD616.5 billion), a growth rate 0.7 percentage
point lower than a year earlier. Since April, monthly production
maintained a steady and rapid momentum of growth. In the first eight
months, profit of these enterprises rose about 20% to more than 860
billion yuan, a growth rate nearly 18 percentage points lower than a year
earlier. Export growth rate of industrial products also fell 4 percentage
points in the first three quarters.

China offers nuclear assurance to Rumsfeld

www.chinanews.cn 2005-10-21 09:34:54

(Source: China Daily/AP)

Visiting US Defense Secretary Donald H. rumsfeld visits the Summer Palace
on October 20, 2005.

Oct. 21 - The commander of China's nuclear missile forces told Defense
Secretary Donald H. Rumsfeld on Wednesday that in an armed conflict China
would not be the first to use nuclear weapons.
Chinese Vice Chairman of the Central Military Commission Guo Boxiong,
right, shows the way to U.S. Defense Secretary Donald Rumsfeld, left, at
the Diaoyutai State Guesthouse in Beijing on Wednesday October 19, 2005.
Gen. Jing Zhiyuan, commander of the Second Artillery, which operates the
country's growing arsenal of nuclear missiles, offered the assurance
while hosting Rumsfeld as the first foreigner to visit his headquarters,
according to two U.S. officials who participated in the meeting.
The officials briefed reporters afterward only on condition of anonymity
because of the visit's sensitivity. They said Jing told Rumsfeld no
foreigner had entered the command headquarters in its 39-year history.
Rumsfeld signed a large, new and otherwise empty guest book.
The Chinese rejected a Rumsfeld request to visit their national military
command center in the Western Hills.
Jing disavowed a recent public suggestion by another Chinese general that
the United States could be targeted for a nuclear strike if it intervened
in a conflict over Taiwan.
Rumsfeld aides who were present during the discussions quoted Jing as
saying it was "completely groundless" to say China was targeting any
country with its strategic nuclear forces.
Jing's operations chief, Senior Col. Kang Hong Gui, gave Rumsfeld a
briefing, complete with Microsoft PowerPoint graphics, on the command's
structure and missile forces training, without details about the numbers
of Chinese missiles.
Later, in a meeting with Rumsfeld at the Great Hall of the People,
President Hu Jintao said the visit to the Second Artillery headquarters
and Rumsfeld's other discussions in Beijing will "help the military
forces of our two countries to better enhance their mutual understanding
and friendship."
Hu and Rumsfeld also discussed President Bush's planned visit to Beijing
in November, and they agreed to speed up plans to increase military
educational exchanges, a goal Bush has endorsed.
On his first visit to China as defense secretary, Rumsfeld delivered an
address to the Central Party School and fielded questions from several
students and faculty members.
Chinese officials required U.S. reporters to leave the room after the
initial exchange, as planned.
Later, at a joint news conference at the Ministry of Defense, Rumsfeld's
counterpart, Gen. Cao Gangchuan, said U.S.-China relations are strong,
although he noted that it had been five years since an American secretary
of defense visited China. He called Rumsfeld's visit a "big event."
Asked about the Pentagon's assertion in a report to Congress last July
that China has vastly understated its defense spending, Cao said it would
be "simply impossible" to increase the budget on the scale cited by the
Pentagon because China is focusing its resources on fighting domestic
poverty.
"It is not necessary and not possible, actually, for us to massively
increase the defense budget," Cao said, speaking through an interpreter.
He defended the accuracy of China's report that its 2005 defense budget
is about $29 billion, compared with the $90 billion the Pentagon claims
is the true figure.
Even calculating it at a more recent exchange rate, the budget comes to
$30.2 billion, Cao said.
"That is, indeed, the true budget we have today," he said.
The atmosphere surrounding Rumsfeld's visit appeared friendly and
optimistic, with Cao saying the two countries have a broad range of
shared interests and a solid footing for building cooperation.
Rumsfeld applauded China's dramatic economic successes, noting that when
he first visited Beijing in 1974 as President Gerald R. Ford's chief of
staff, the streets were filled with bicycles, not cars.

How does aerospace contribute to China's economy?

www.chinanews.cn 2005-10-13 14:13:51

Chinanews, Oct. 12 - According to estimate of many US and European
research institutions, every one dollar invested in the aerospace area
will return 7 to 12 dollars. As China has already become a large country
in aerospace, how much driving force will aerospace bring to its national
economy?
China is accelerating the process of industrializing aerospace. China
Aerospace Science & Technology Corporation (CASC) proposed two 100
billion yuan (US$12.33 billion) goals, namely, CASC's total asset reaches
100 billion yuan by 2005 and its gross revenue reaches 100 billion yuan
by 2010. CASC deputy general manager Xu Dazhe said that China has
launched tens of satellites for meteorology, resource, communication and
oceanography, and the manned space flight project has achieved a good
start. Although it is very difficult to exactly calculate how much
production value and profit has been generated by aerospace at present,
people cannot live a normal life without aerospace science and technology.
Derivate market value of sci-tech fruits after their civil application is
too hard to forecast. Aerospace brings much more benefit through driving
other industries than its direct benefit. Statistics from CASC show that
among the 1,000-odd new materials surfaced in China in recent years, 80%
are developed based on space technology. Nearly 2,000 space technologies
have been applied to every sector of the national economy.
More importantly, aerospace ability and level is a major embodiment of a
nation's core competitiveness. Aerospace has a more significant radiating
function in enhancing a nation's comprehensive strength, national
cohesion and self-confidence as well as greatly elevating the nation's
voice and status in the international community.

Farmer pictures for the elderly for Chongyang Festival

www.chinanews.cn 2005-10-10 15:17:10

Zhang Yuqin, a farmer picture artist in Shandong's Rizhao, painted in her
studio and rearranged her farmer pictures on Oct. 9. In Shandong's
Rizhao, which is one of the first cities honored as "hometown of China's
modern folk painting" by the Ministry of Culture, farmer pictures with
the theme of life of the elderly started to become popular as the
Chongyang Festival (to drive away diseases and in some areas to
commemorate the deceased, one of the most common activities on this day
is to climb mountains) approaches. This type of pictures conforms to the
style that the elderly appreciate and thereby becomes one of the best
gifts for Chongyang Festival.

China issued new forex regulations

www.chinanews.cn 2005-09-23 14:58:34

Chinanews, Beijing, Sept. 22 (By Wei Xi) - The State Administration of
Foreign Exchange (SAFE) has issued today "Notice of SAFE's new management
method adjusting bank forex and liquidity" and decided to implement a
unified liquidity management system. This move will hopefully further
develop the foreign exchange market, strengthen the flexibility and
initiative of those designated forex banks that handle forex transaction
and settlement.
The just enacted "Notice" expands the current scope of forex settlement
and realizes unified liquidity management, leaving management room for
later development of RMB to foreign exchange derivative product markets
and the deepening of foreign market capabilities. It also sets uniform
management policies and quota standards for both domestic and foreign
banks, aiding fair competition between banks.
"Notice" clearly states that Chinese banks and foreign banks with
permission to deal in RMB businesses can, within one month, apply to SAFE
for ascertaining that the forex settlement satisfies overall liquidity
requirements.
Relevant SAFE officials said that from this point onwards SAFE will, in
accordance with various factors such as market guidance, controllable
risks, the principle of gradualism, overall considerations of financial
adjustments, conditions of international balance of payment, forex market
development and bank operating needs, continue to perfect bank settlement
and unified liquidity management.

China's seven major tasks in next five years

www.chinanews.cn 2005-09-19 14:36:27

Chinanews, Sept. 19 - Study Times, a journal of the Party School of the
Central Committee of the Communist Party of China, raised a question in
an article: where should China's reform and development go in the 11th
Five-Year Plan (2006-2010)? In accordance with the requirement of
all-round implementation of the scientific concept of development and the
present problems and conditions of the country, China should pay close
attention to the following issues for its economic development during the
next five years:
First, to accelerate transformation of government functions and improve
the macro decision-making mechanism.
Second, to carry on comprehensive macro-control and gradually return to
the orbit of market regulation.
Third, to press forward with all-round reform and stimulate healthy and
harmonious economic and social development.
Fourth, to further encourage development of non-public sectors of the
economy and optimize distribution of resources of the society.
Fifth, to establish long-term mechanism that helps increase income of
farmers and gradually solve the contradictions between urban and rural
areas.
Sixth, to transform the pattern of economic growth and enhance
sustainable economic development.
And lastly, to tackle potential risks and maintain stability of economy
and society.

Top 100 Chinese cities by quality of life

www.chinanews.cn 2005-09-13 14:57:08

Chinanews, Beijing, Sept. 13 (By Ruan Yulin) - During the "2005 Chinese
cities discussion forum Beijing summit" held on the 13th in Beijing, the
first ten Chinese cities ranked by their quality of life are Shenzhen,
Dongguan, Shanghai, Beijing, Hangzhou, Zhuhai, Ningbo, Guangzhou, Suzhou
and Xiamen.
Based on the year-long research conducted by Beijing International
Institute for Urban Development, the output titled "Report on quality of
life of Chinese cities" uses subjective and objective factors in
conjunction to evaluate and publish "Quality Index of Chinese cities'
lifestyle" and based on this index, ranked the top 100 cities in terms of
GDP. From a regional point of view, the highest quality of urban life
started at the Eastern region with Bohai region as a second. This quality
continues to decline in the Central region, reaching its lowest in the
Western region.
Experts said that at a certain level, the level of urban economic
development is an important factor influencing a city's quality of life.
From the angle of the current economic development in Chinese cities, the
region with higher economic development level also shows a relatively
high quality of life. But economic development level is not directly
equivalent to a city's quality of life, the two are not 100% correlated.
The 12 principal factors influencing whether a city has high quality of
life are: clothing, food, housing, transportation, living, aging,
disease, death, stability, environment, happiness and industry.

China to see more heavy sandstorms

www.chinanews.cn 2005-08-30 11:13:14

(Source: Xinhuanet)

LANZHOU, Aug. 29 - Sandstorms in China will enter a new dynamic period
with higher frequency and intensity than any of the past years, according
to a report released Monday by the Environment and Engineering Institute
of Chinese Academy of Sciences (CAS).
The activity of sandstorms in China changes following periods of
pronounced flux, the report said, adding that the conclusion was based on
the analysis of strong and extra-strong sandstorms in northern and
northwestern China from 1952 to 2000.
In the 1960s and 1970s, sandstorms in China stayed on a rising path,
while the 1980s and 1990s witnessed a slow drop. But researchers say that
starting from 2000, sandstorms hit China again with drastically higher
frequency and intensity.
According to the report, the sources of sandstorms in north China are
mainly in Hexi Corridor, to the west of the Yellow River, Alxa Highlands,
central Inner Mongolia and South Xinjiang Basin.
Experts say that the fluctuation of sandstorms is strongly correlated
with the changing ecology and atmospheric circulation in east Asia, which
exerts a strong influence on rainfall in the area.
Sandstorms, caused by aridity and desertification, can lead to poor
visibility. Areas that frequently experience sandstorms usually suffer
from environmental degradation, experts said.
Sandstorms used to pelt north Africa, central and southwest Asia,
southwest America and Australia. In China, they mainly harass the
northern and northwestern parts.

Beijing unveils mascots for 2008 Games

www.chinanews.cn 2005-11-12 15:34:06

(Source: Xinhuanet)

BEIJING, Nov. 11 - To the surprise of all, Beijing unveiled a set of five
doll mascots for the 2008 Olympic Games Friday evening, exactly 1,000
days before the event's opening ceremony.
The long-anticipated mascots, which embody the natural characteristics of
four of China's popular animals -- the Fish, the Panda, the Tibetan
Antelope, the Swallow -- and the Olympic Flame, were presented at a
televised grand ceremony inside the Workers' Gymnasium.
It is the first time that more than three images share Summer Olympic
mascot duty. The 2000 Sydney Games featured three animal mascots --Olly
the Kookaburra, Syd the Platypus and Millie the Spiny Anteater.
"We decided to produce five mascots instead of one, because we think no
single figure can embody China's profound and diversified culture," said
Han Meilin, chief of the mascto designers' group.
Each of the Beijing Olympic mascots has a rhyming two-syllable name -- a
traditional way of expressing affection for children in China. Beibei is
the Fish, Jingjing is the Panda, Huanhuan is theOlympic Flame, Yingying
is the Tibetan antelope and Nini is the Swallow.
When their names are put together -- Bei Jing Huan Ying Ni --they say
"Welcome to Beijing".
The five elements of nature -- the sea, forest, fire, earth and sky --
can be found in their origins and headpieces, all stylistically rendered
in ways that represent the deep traditional influences of Chinese folk
art and ornamentation.
Each of the mascots also symbolizes a different blessing --prosperity,
happiness, passion, health and good luck.
International Olympic Committee (IOC) president Jacques Rogge sent a
letter of congratulation to the BOCOG.
"China is lucky to have so many beautiful animals to represent the
Olympic spirit," said Rogge in the letter.
"I love them all. And I am delighted that they will carry traditional
Chinese blessings all over the world.
"I believe that this little group of friends -- the carp, the panda, the
flame, the antelope and the swallow -- will be extremely popular and will
help to spread Olympic messages throughout the world," he added.

BEIJING, Nov. 2 - Food safety authorities in Guangdong have confirmed
that a vegetable ingredient in KFC soup is poisonous.
According to a warning from the provincial Food Safety Experts Committee
released on Monday, Tianluxiang, which translates as Sweet Leaf Bush, or
Sauropus androgynus, in the KFC soup is toxic and could be harmful if
eaten in large quantities or regularly over a long period.
The soup was sold in KFCs in Guangzhou, capital of South China's
Guangdong Province, and Tianjin in North China.
The committee drew three conclusions:
Tianluxiang is not suitable to be promoted as an edible vegetable;
People should avoid a long-term and regular consumption of Tianluxiang;
Occasional consumption has not been shown to be poisonous to human health.
According to recent research by Yang Xian, professor of vegetables from
South China Agricultural University, Tianluxiang contains levels of
cadmium four times higher the national food safety standard.
An overdose could result in damage to the liver, kidneys and reproductive
systems. Yang suggested people should not consume the vegetable regularly
or in large amounts.
Announcement that KFCs soup contains a potentially poisonous element has
caused widespread public concern, coming just a few months after some KFC
foods were found to contain the carcinogenic colouring Sudan-1.
KFC suspended sales of the soup on Friday. Its headquarters in Shanghai
yesterday declined China Daily's requests for an interview.
Tianluxiang is a popular vegetable among Guangzhou residents . Many are
lured by its reputation of being nutritious and some believe it helps
weight loss.
It is a leafy green perennial vegetable mainly found in Southeast Asia.
It also grows in South China.

CNPC completes acquisition of PetroKazakhstan

www.chinanews.cn 2005-10-27 16:47:14

(Source: Xinhuanet)

BEIJING, Oct. 27 - China National Petroleum Corporation (CNPC) announced
Thursday morning it has successfully acquired Canada-based
PetroKazakhstan Inc. (PK) through its wholly-owned subsidiary CNPCI.
Wednesday morning, Canadian time, the China's largest oil producer saw
its planned acquisition of PK through CNPCI was granted "unconditional"
final order by the Queen's Bench Court, Calgary, Canada.
CNPC's bid for PK is 55 US dollars per share, totaling 4.18 billion US
dollars, the largest overseas takeover transaction ever made by a Chinese
company.
Lukoil of Russia, one of CNPC's major rival in the deal made noappeal,
indicating the completion of all legal procedures of the transaction.
To date, the transaction has been completed, announced CNPC.
At local time Wednesday afternoon, Chinese Premier Wen Jiabao met
Kazakhstan Prime Minister Danial Akhmetov in Moscow, when attending the
Shanghai Cooperation Organization Summit.
Both Premier and the prime minister expressed their strong support for
the mutual-benefit cooperation between CNPC and KazMunaiGaz over PK after
the completion of the acquisition.
Kazakh Prime Minister promised to help to resolve all remained problems
of PK in Kazakhstan together with CNPC after the deal is closed.
Early in the shareholders meeting of PK held last Tuesday, 99.04 percent
of all the voting shares were affirmative for the acquisition.
According to relevant transaction procedures, the outcome of the
shareholders meeting needs to be sanctioned by the Canadian court.
However, in the court hearing of last Tuesday, the lawyer of Lukoil
claimed that the company has the first right of refusal to buy a 50
percent stake in Turgai Petroleum, a joint venture between PK and Lukoil.
In this connection, the Court postponed its ruling to Wednesday.
CNPC and PK concluded the negotiation on August 21 over the transaction
with the signing of the"Arrangement Agreement".
According to CNPC, after two months of heavy workload, all formal
approvals and legal procedures have been obtained and completed. At
present, CNPC staff is working with PK and the hand-over of business is
under way. Operation of PK is maintained as usual, and employees are
unaffected.
PK Inc is an international energy company registered in Canada, with all
of its assets, such as oilfields and refineries, in the Republic of
Kazakhstan. PK's total annual production capacity of crude oil exceeds
seven million tons.
Since its first presence in Kazakhstan in 1997, CNPC has developed good
relationship with local government by strictly following local laws and
regulations as well as international bestpractices of the industry.
Upon acquisition, in the spirit of win-win and mutual benefit, CNPC will
choose to cooperate with KazMunaiGaz, the state oil company of Kazakhstan
to operate and manage the PK project, said CNPC.
The two parties signed a memorandum of understanding on Oct. 15,according
to which KazMunaiGas will obtain a certain amount of PK shares enough to
have strategic control over the development of the country's mineral
resources, together with the equal right forjoint management over
Shymkent refinery and its products.
PK owns 12 oil fields, and exploration licenses in 6 blocks in
Kazakhstan, with great exploration potential.
CNPC said it is confident that taking advantage of CNPC's strength in
capital, technology and management, as well as CNPC's valuable experience
in Kazakhstan, the production capacity of PK will be increased, and thus
provides the Sino-Kazakhstan oil pipeline expected to be completed at the
end of this year with a reliable supply.
The increase of investment in Kazakhstan and the acceleration of PK's
development will help to ensure the stable supply of oil products of the
country and boost local economy, said the company.
